A pop up program request

I thought all this up and think it would all work if i had some knowledge about pogramming but i dont so heres what i want to send to microsoft and make them put it in internet explorer as an ad on"Perfect Popup killer" Program runs as a Windows NT service Not visible in the system tray No popup messages No sound events Simplistic design kills any window process, which opens without user Intervention IE. Clicking a link, typing in the Address bar. Because of simple design there is no need for black, or white lists simply Any window not opened by a user is blocked each time a website try’s to open one. Full screen windows are killed before they appear, so the user doesn’t see blinking windows. Each new window opened by a user is sized to normal screen size automatically to avoid the annoying resize window to fit so if you click close you wont accidentally hit the window behind it, which is slightly shrunk. If there is any programmers out there that can help make this real id like to know you :D but if not can someone at least gimmy some info on where to start so i can make it myself.
